Vapoeron for defense, Flareon for Attack, Jolteon for Speed (at least in the Nintendo games la cuz Niantic seems to f*ck things up by not including Speed stats in the stat multiplier making Pokemon like Alakazam, Gengar, Raichu and Jolteon seems way underpowered).

These are calculations based on damage per second (DPS). A more thorough and logical calculations imo cuz it takes many factors in consideration such as Same-Type-Attack-Bonus (STAB), the animation duration of each attacks etc. Hence they come out with the DPS thingy like you found on those websites. I personally refer to the one from the site. But if you're just a casual player, the one from in-game is good enough.

Evolve first, check if you get good movesets (Most movesets are good, though there are a few troll-like ones, eg Twister for Gyarados, Bulldoze for Arcanine, Flash Cannon for Blastoise).
If satisfied, then only can proceed to power it up.
