In the main series games the only RNG part of obtaining a Pokémon was IVs and you could easily hatch as many eggs as you wanted to get the right combination.
In Pokémon GO Pokémon are harder to obtain and have more RNG elements to them; species, IVs, and moveset.
I think in Pokemon GO species and moveset will trump IVs. This applies more to second stage evolutions and very rare Pokémon.
For instance I have a Blastoise with a good moveset but the IVs aren't great. Even if I go find a perfect Squirtle and save up 125 Candy I could end up with a horrible moveset. So at this point I don't think it's worth it.

Q : I ran out of Pokéballs. How can I get more?

A : You need to go a Pokéstop to get more Pokéballs. PokéStops are indicated on your map with blue icons. When you're close enough to interact with the icon, it will change shape. Q : I can't add my Pokémon to a friendly gym! Why?

A : The most likely cause of this is that all of the gym's slots are full, which means you will not be able to add another Pokémon until the gym is upgraded. To increase a gym's level, you must win friendly "battles" (training) against the gym using only one Pokémon (as opposed to the usual six). Q : Should I power up or evolve my Pokémon first?

A : You should evolve your Pokémon first, then check it's moveset. If it's good, you can power it up. If it's not, you still can power it up if you want to.

just finished mass evolving... managed to evolve 65 mons. some are new registered pokedex.

most of the rare mons have meh moveset. psychic exeggcutor, ice punch poliwrath, sludge wave nidoran. haiz really dissapointed...

just now evolved some eevee, 2 jolts, 2 vaps, same and bad moveset.. 1 flareon with good moveset

now wondering should i evolve my eevees to find the best moveset or just keep the candies for now..
