If you want to rely on the in-game appraisal, then yes, its an estimate / gauge of roughly how good the mon you have.
In you e.g. above, i have to point out, if all 3 stats A/D/HP are <8, you will not get an "exceed expectation" evaluation right?

Using the in-game appraisal, if you get a "wonder" appraisal - i'm guessing u r from Mystic, then use a IV calculator website to calculate. Its tedious but you are still able to get an accurate calculation of the pokemon's IV if it means that much to you

Atm, without any rebalancing of the gym battling system, defending gyms if just a matter of fact and the only thing that matters is CP for higher gym placement. If you looking to collect more coins - i.e. moving from 1 gym to another, then probably can factor in HP behind CP.
Attacking is also a CP game when you are faced with "tanky" mons. Otherwise, use type weaknesses to take it out.
