This is the first time i use paypal,i want to buy a shirt from USA and the seller provide me his email.

I already key in the 4 digit code and confirm my maybank visa debit card but when i want to send the payment to the email given i received the error "we can't send your payments right now.If the problem continues please contact customer support".Couple of days ago maybank customer service contact me and mention they notice i made the transition send and then refund multiple times and yes i did that,i thought there's a glitch or something but no money were transfer,I already emailed paypal twice but i only got auto reply (so much for 24 hours reply back),I call their customer service with a 6 digit passcode and i wasted 10 minutes in waiting line before i decide to call off.

Anyone had this error before? is this paypal side or maybank side problem(i havent call maybank customer service though)? any advise would be appreciated.

Does anyone know how long does it take for paypal withdrawal to local bank account status change from "pending" to "completed" ? Is it by 24 hours? I have made a withdrawal yesterday but up to now the status is still pending. Please advise. Thanks
