If you're using PP funds(RM to SGD/ USD), it'll use the PP conversion. If your main currency is the same as the one you're making a payment to, then there won't be a conversion.

Else, it should be set by the bank.

Any debit card can be used for PP is eligible; you need a one-time verification to enable online purchasing on PayPal and activate the service by requesting from the issuing bank.

A Maybank Visa Debit user here.

That's not what I meant. Basically:
1) The card issuer(let's say Maybank) needs you to confirm your decision to enable online purchasing. Call up Maybank and request them to activate online purchasing for you.

2) If you want to use Paypal for transactions in addition to 1), it will charge you a one-time USD3 to verify your debit card(Maybank). After calling the bank, obtaining the code and then inputting it in the Paypal verification field, your PP account is verified for online transactions.
