When you buy USD100 from someone, will you get the full amount? Or you will only get less because fund deducted as transaction fees?

If you have maybank account already, I would suggest you to straight use the debit card attach to your saving account.
You can just use the card as a dummy only to start your paypal account.

After that, just need buy paypal fund from other people, you can easily find seller in the garage sales.
Rate is 3.35-3.45.
It's better than deducting the money from your debit card.

I heard that the new paypal policy will hold fund for 21 days first before sending it to the receiver.
Is that true?
If yes, meaning that we can no longer buy and sell paypal fund anymore then?

I got my account limited before. You really have to resolve everything and every proof they ask you to submit. Email them and show them you are indeed a genuine user.
I heard that after 180 days they will either lift the limited access or ban you for life.

No conversion involves here.

Do you have your own paypal account? If yes, you can link your maybank debit card and pay through paypal using the available bank balance in your bank.

If no, find someone with paypal to help you pay. Although all paypal sales thread already closed, most sellers are still selling the fund. Just send them a PM will do.

What do you mean by 10 sen different? Compare to what?
Rates are low and also unnecessary paypal transation fees / service charges.
That's why people prefer to buy / sell their paypal fund.

I notice something different here.

Did paypal waived away the 1% transaction fees if you transfer from your malaysian paypal account to a non malaysian paypal account?
I transfer twice today and both times no fees were charges on both the sender or the receiver side.

That is why people prefer to sell their fund rather than cashing it out.
