Chinese is an option from Year 3 onwards and frankly, mastery of the language is not necessary, IMHO. As long as they can sufficiently read, write and converse - it should be good enough. After all none of the Chinese school kids will go on to major in language. Having a more well-rounded application and approach to learning is far more important, in my view.
As for rich snobs, you'll find there are mostly middle-class and upper middle-class families (including expats) rather than the upper class with very good grounding (I include the parents). Obviously, you can see they are mostly rather privileged but it's not quite like you'd imagine.
Having said that, there's merit in sending your child to a public chinese school as they are with international school. We all want or at least try to give the best we can for our child(ren).
