whenever a property needs state consent and it involves a bumi to non bumi (except for malay reserve land, which cannot transfer to non bumi at all), each state will have their own unwritten rule to say that the bumi owner must hold the property for at least X years before allowed to dispose it.1st owner (Non-BUMI) -> 2nd owner BUMI -> 3rd owner to be (NON-BUMI)..still can?
any rejection can also be followed up by an appeal citing the reason the bumi owner want to dispose (u can say pay medical bill for parents etc make them kesian u abit) but there's no hard and fast rule to say whether can transfer or not.
