Can but hard...just like register for email computer haven't overcome that...worst come to worst need phone verification...nothing is full proof but at least make it very hard for botters...like for example is niantic really want to creative put several image and one of them is mario radomly in the map then ask the player which nitendo character is seen during last 24 hour.....also client encryption...blah blah
