It's not cheater. You just have to be smart. Here's tips for ya inb4 called cheater.Go to park or many pokestop area and must have lure module activated. You just stand there. Pokemon keep on spawning like crazy. Or go to some area that is heavily spawning nest (hear some say it's programming bugs). Like my office nearby kopitiam, I manage to catch roughly 10+ pokemon during lunch hour (just eating my lunch and drinking kopi, spawning like crazy).
If you enable incense in that area, i bet an hour can catch 20-30.
