Whether it can last for 3 years or not, nobody can give you a guaranteed answer, it should be fine provided you aren't too picky on the graphics settings that this rig can handle.

just a little question. I'm building a rig for a friend. I'm wondering if I should go for FSP Hexa+ or M12ii/S12ii since S12ii is a tier 2 but it almost double the price.

FYI, GTX1060 3GB vs GTX1060 6GB isn't just merely VRAM difference. The 3GB version is a cut down version (lesser cores) of the 6GB version.
Also, you'll be okay-ish with 3GB if you're planning to stay 1080p and below. You'll definitely require more if you go 1440p and above.

Correct me if I'm wrong.

That's true if you're staying on 1080p. 3GB is really the bare minimum for today. Check these videos and also the amount VRAM is being used in 1440p. Also, 5% performance difference is kinda understated. I do think the "less than 16% of Steam users has more than 4GB of VRAM" is a weak argument and game makers are not gonna based on just that. Those are the times when ppl turn the settings down because they can't run it high. But sure if you can settle on that. I'm not not saying you a should definitely buy 6GB though. Choice is yours.
