as far as I understand, is not allow... only allow to add grill and full width window only...
your building management will provide you more accurate answer maybe..

IMHO a having full width window does consider as Enclosed since it seals off balcony from outdoor elements.

I've seen low rise apartment did all these full width window thing, but not for high rise thou.

Ha haha paiseh paiseh... maybe you can take the current measurement and refer to nearby window or aluminum shop for pricing.. or get them site visit to do it for you.
