May i know if it is easy to get annaul fee waiver every year ?

I am new to HL Wise card. I noticed that if we wave at petrol terminal, the transaction is recorded as petrol category. But if we swipe at counter (eg for those petrol stations that dont have cc terminal at pump station), it is reflected as Others category. Is it the same at all petrol stations ? The problem I foresee is that if government implement to show IC only can get subsidzed petrol, then this payment will be at counter right ? Hence we will not get petrol cb anymore ?
