For PBB if the total budget for a campaign is RM 120,000 and for 3 months. They will split it into RM 40,000 x 3 months. But I assume for HLB doesn't split as I don't see such term in their TnC.

They are giving one more month for buffer in case some people receive card late, more than one month. or any other reason they don't spend in Aug, because they spend their time oversea for one month etc. So they still eligible in Sep if not Aug.
