My BP shown 12:00 but OTP 0:01, HLB time should be more accurate than BP but anyway according to TnC should be 0:01~1:00, then follow by 1:01~2:00

BP apps time server is slow, anyway HLB will follow their own time server which is quite accurate, you can install a clock apps which can shows the second on the notification bar for own reference

why ler? clear written in their TnC from X:01 to X+1:00, you can see the example table in the TnC
