Probably in the wet cos the PSS is more optimized for the dry performance. Plus maybe fuel economy...
How wide is the Civic's rim? If minimal 7.5jj then can try 235/45/17 which is about the same diameter with 215/50/17 but wider. If still want to use the same size, then try Continental CSC5, pretty damn good tire also.

CSC5 is much higher than Primacy HP in terms of performance category, similar or even higher than PS3 (or on par with the new PS4). I've used it since Oct last year and still very thick despite occasional spirited driving. I think it should last around 40k km which can be 3+ years for me.

Hmm but for me the CSC5 seems reasonably lasting, still look very good after more than 10k km, no chipping yet as well despite me pushing them quite hard occasionally in the corners. Of course for tires of this level of performance, my expectation is only 30-50k km max. You cannot expect it to be very long lasting like reaching 70-100k kms coz it still needs to use relatively softer compounds to give that extra grip performance. The only concern is sidewall cracking coz got inputs from a tire sifu in ZTH forum that there are reports of it having sidewall cracking.

No, CSC5 is UHP/Max performance class already which is 1 or 2 level above GY Efficient Grip/Primacy 3ST. CSC5 is on par with F1 and PS3/PS4, almost PSS level. Continental line up which is on par with Efficient Grip or 3ST is the Premium Contact or Max Contact, which is mid level comfort performance category.

10-13k km is way too short for this tire. Maybe your friend drives very aggressively and whacks corners like nobody's business! Or something wrong with the car's alignment. I also read those reviews in the UK website, not all claim that short even though many says not lasting as long as other normal tires (but like I said that is expected for tires of this performance level). Mine surely will last more than 35k kms based on my observation now after almost 1 year using it.

Yeah something wrong there. The 3ST should last quite long, I expect at least 50-60k km, surely should be more than PS3. Maybe caused by one or more things that mentioned in the post above.
