TNB tariff code for service apartment, What should be the correct rate

Hi All
Bump into one of the service apartment that charge electricity at commercial rate with tariff code -C1, anyone expert on this matter? I thought the correct code for service apartment should b tariff code- B, lower usage. FYI, tariff code B and C1 are both commercial rate but C1 with significant higher charge rate. Any existing owner of service apartment can share your experience, thanks

when there are 50% owners appeal to revise tarrif rates, then you will get lower rates thereafter
