In a nut shell...For the wear and tear stuff on the building,like the sink leaking or roof leaking,that's the responsibility of the owner.
Other than that like bulbs are the responsibility of the tenant.
As for whether the house has to be in the exact condition,it will have to be specified in black and white before you rent it out.
The rule of the thumb is to trash out all the terms on paper cos the general rule is exactly what it is....... a general rule that does not cover the nitty gritty stuff

actually bulb is negligible, just move along. cannot be too picky on everything.
