No. You can work your way from PD&T, but ultimately its the asset holder or end user whom will decide whether the product is to be used in their facility. What kind of product/technology are you interested in bringing in? Downstream budget is not as big as the upstream folks, hence you need to play your cards well. I suggest, you aim one particular facility and try out a pilot to convince the owners.

MALAYSIA: Petronas Carigali has chartered UMW Offshore jackups UMW Naga 3 and UMW Naga 4 for contracts worth USD 34.81 million, covering both firm and optional wells.
UMW Naga 3's contract is for five firm wells with five one-well options, commencing in June 2017. UMW Naga 4 will drill two firm wells with three one-well options, also commencing in June 2017. UMW Naga 3 has been stacked since May 2015, and UMW Naga 4 since May 2016.

Hi, i would like to know your opinion. Is it alright to call those operator and inquire them about their plan, when they want to issue market survey for specific services and etc. 

Ethically, i think it is not right because imagine with countless service provider in Malaysia if they allow this practice, tender secretary phone will not stop ringing.

Then again, i would like to know expert's view and opinion on this.

After all, i still look at it as a very subjective matter. Some people might be okay with it and some is not.

What you're asking is too generic. And there are so many packages out there. So many epcc sub con etc. You have to be specific. For starters what do you plan to sell and which area are you interested to start off. If you have a specified product in rapid design then it's easy, other wise it's very tough.
