you cant do it with normal format solution from my computer.
just open ms dos and type:
format your MSPD drive: /fs:fat
example:
format e: /fs:fat

P/S: backup your psp folder be4 format. such as MOVIE folder, MUSIC Folder, Savedata Folder....
and dont format your MSPD using PSP again, if not then your MSPD will back to Format FAT32 again 
i am here to verify that this method works, i was experiencing prob with Bleach HTS 3 before this and now the prob has been solved, other than a minor reduction in volume for the sound output if you do, just format it to FAT format.
