As for before and during 10pm, before the MCO kicked in, there is always a jam going out as shoppers and retail workers come out during this time (and probably some corporate workers who had to work long hours). Nowadays, it's pretty smooth sailing as not everyone is physically back at work outside of the retail workers (at reduced capacity, I wager) and shoppers.
