Don't think so. I've picked the bar before I read about the glitch and have went to the location several times while riding past the burnt town but it seems to be permanently gone.

the one in Limphany respawn 1x after epilogue (and after recent updates).

there's one location where you can earn $20 bill fold + $50 worth of  large jewellery bag.
i notice that it'll respawn everytime i start the game/load my save point.
