This is actually a myth for modern day cars. Cars have their fuel pumps installed inside the tank and the pump picks up fuel from the lowest part of the tank.
If there is a lot of dirt and residue, it will settle to the bottom and be picked up by the fuel pump regardless of how much fuel was in the tank.
But modern fuel pumps have a protective screen that catches any contaminant before it enters the fuel system. Anything that gets through is normally caught by a second filter closer to the engine.
But we should never run out of fuel as the fuel is actually a lubricant for the fuel pump and running out of fuel will damage the fuel pump.
