Paypal does not allow transferring of fund from CC upfront.
In most scenario, credit balance can only be maintained when funds are transferred from bank account or when payment is received from other Paypal users.
Credit card will only be charged as and when you make payment via Paypal.
Ebay and Paypal require different login and authorisation although they can be linked.
Say after winning an item, you will prompted to make payment by logging into your Paypal account to authorise payment.
So there are effectively 2 layers of securities by having 2 different passwords respectively for Ebay and Paypal.
