This is due to LTE/4G data mode that you turned on in your phone. Although data roaming or mobile data is off, it is LTE behaviour trying to ping the visited network. To solve this:

1. Activate Plane Mode to disconnect data connection under 4G.
2. Then, check phone setting and allow up until 3G connection. Please disable 4G network and disable data roaming.
3. Then, disable plane mode. Search network under manual searching and avoid any 4G connection in the available operators.

I had this issue before for both my Maxis and Digi lines. ;-)
