all walkie talkie need licence to operate except those radio using frequencies under citizen band . i cant remember the frequencies.. somewhere around 477.100mhz i think.. google about it pls. other than that frequencies u need license to use the frequencies... as far as i know all walkie talkie in the market does not operate on that 477.100mhz... y not join the HAM / amatuer radio operator... even though license is nedeed... but its more fun... check out marts.org.my for more info on amatuer radio
