From what I know MEH owns the whole office tower and shopping mall. It's a commercial development and MEH owes no obligation to complete the mall. The only risk associated with buying the EC unit is MEH keeps on delay the opening of the mall.

FYI, the EC Developer is charging vendor 1% of the selling price as Admin fee for its consent, 1% is considered quite common for Non-HDA subsale so I have no comment on it. But please take note that purchaser has to pay RM901 legal fee to Developer's lawyer for preparation of Deed of Mutual Covenants in order to get the developer's consent.
For the disclaimer letter part, I will continue to follow up with my lawyer to see if Ambank would issue a disclaimer letter to my financing bank and I'll update here.
