Enquiries/Recommendations TOSHIBA laptop, with locked BIOS

Dear fellow enthusiasts, I have a laptop with locked BIOS. Tried to bypass it through the hardware, but due to limited time and experience, failed. Send it to tech, he said need to get new rom, probably order from dealer who got parts from China, quoted RM230. Just to know whether I am being duped. Any opinion/view is highly appreciated.

Texted the tech regarding this, he said he tried it too, but nothing happened as well, because the rom is encrypted.
