If you've already done the backup to Google drive via the Whatsapp application, then you don't need to worry. Just reinstall your whatsapp and login using your phone number+ pin code and it should automatically prompt you to restore your messages, etc.

switch on while charging. then go to ur whatsapp backup, backup to ur google drive. make sure ur phone on after all backups have transffered to ur drive.

then on ur new phone, login to ur drive then only install whatsapp. verify ur whatsapp number and as long same number as ur backup, will auto restore from ur google drive.

If you checked g drive and there's no back up file for whatsapp, then you need to copy manually. That means you need to somehow revive your dead phone.

To check your backup:

- login to https://drive.google.com/drive/my-drive
- in settings, top-right, click Manage Apps, and you should see the WhatsApp Messenger

If you see that, you can restore.

So I read again your scenario.

What you can do is, plug in a charger, turn your phone on and go to file manager. Select your whatsapp folder and find the backup database and share it to g drive or somewhere cloud storage.

Find another phone and try downloading the backup file and reinstall whatsapp. Hope that can work for you
