Grab a cheap AIO water cooling for your PC.
Easier to work inside the PC instead of having a giant block of metal obstructing your RAM and fan slots/etc.
On another note, you don't need to worry if the large heatsink cracks your motherboard when transporting it somewhere else.
ID Cooling 240L is around RM 240 ~ RM299.
For noise issue, just set the RPM to constant 50~60%

I actually do not know which one is actually better as I did not see any web site with direct comparison with same processor for its temperature.

I owned both D14 and D15.
D14 has these sharp triangle fins which can easily scratch your skin especially when installing in a ATX case (not E-ATX case).
D15 on the other hand removes these sharp triangle fins, however, its width is slightly longer, making it not quite suitable use in motherboard such as X99 as its too close to the graphic card in the first slot.
For regular Z77/Z87/Z97/Z170 motherboard, it will also be quite close (1 finger width of space) to press the PCIE graphic card lock to remove the graphic card.

I would highly recommend you to go with Phanteks PH-TC14PЕ (if you are going with air cooling), it's overall much better than the Noctua D14 and D15 in terms of the fin design, color scheme, and accessories.
Plus, its much cheaper/affordable pricing around RM200-250. Save some cash. Difference between these 2 performance is 1~2 degree Celsius.
