Can we fly quadcopter like the dji phantom 3,4 or any "drones" in Malaysia as of today and now? Without permit okay for amateur/enthusiast hobbyist?

Yes we can. At least in Sarawak. Idk about West Malaysia. But I never heard about ever needing a permit to fly one.

So far I didt heard any law yet.
Just don fly sky high that maybe cause major accident, or it will be a law like USA |

There is law but currently it is applicable for drones that are 20kg above, for that you require a pilot license.
There 's one clause that mention to inform DCA for flight as well but I think so far I didn't see ppl doing this. Anyway if beginner , try fly in open fields away from building, people, plane flight route and practice until got confidence. |

you can probably try to ask in the Flying Hobby thread as well
https://forum.lowyat.net/topic/2530564 they did some outing before so you can ask them see if they get any approval from authorities since this is malaysia, i guess as long as you are flying below 200m and not being seen by police or reported by anyone then should be fine |

As long as not near airport or flightpath when plane takes off or landing. A friend who was using a drone to scout a development area got told off within the hour by govt ppl not to fly the drone so near the airport. It was along the landing path and he was using his drone pretty high up. This was probably last year. |
