There is law but currently it is applicable for drones that are 20kg above, for that you require a pilot license.

There 's one clause that mention to inform DCA for flight as well but I think so far I didn't see ppl doing this.

Anyway if beginner , try fly in open fields away from building, people, plane flight route and practice until got confidence.
