I'm done with step 5, but I dont quite get it for step 6. I opened the cmd, at the location where I extracted the files. trying with "fastboot devices" but 'fastboot' is not recognised as an internal or external command, operable program or batch file.

update:
tried using honor multitool, select unbrick option, but failed when writing the fastboot.. hmm
update 2: is it necessary to unloack fastboot? as I entered the fastboot, it said my phone is locked. if it is necessary, how to get it since I can't even switched on the phone..

It sounds like you flashed the wrong rom to your Honor7. I wonder how u manage to do it.
You said that you tried using Multitool.. but, have you tried using another tool? just want to make sure you tried all options
