top up your budget and you will get a camera fit with your requirement easily.
I think 70D not bad.

if i were you, i would buy fujifilm xt10 or xt1 with lens kit or 35mm, maybe you can stretch a bit for the budget, why i choose this, cause its small and compact yet powerful and not forgetting liveview lcd and since u want to use it for automotive photography, this will come handy. i own several dslrs, but xt10 is my choice, for close up and wide.

You're buying a system not just a camera. Canon usually has it pretty cheap to get a good range of needed lenses to do anything. This is from the shop KLDSLR:

Used - Canon 650D Body SC 23K - RM 999.00
Used - Canon EFS 18-135MM IS STM - RM 950.00
Used - Canon EFS 10-18MM IS STM - RM 900.00
NEW- Canon EF 50mm f/1.8 STM RM530.00

Total is already RM 3379. Good automotive photos also use Speedlite and strobes.

If you do intend to travel a lot with the cameras you might want to look into mirrorless.

I think having a monopod is useful for taking pictures of moving cars. You get the nice unidirectional background blur and the sharp image of the car.
