imo u should just demand a full refund on the ground that item sent is not what you have bought. you are buying a WD hdd but he sent you Seagate HDD and moreover it doesnt work. [ you dont even need to test it, just return and demand WD hdd or get a refund].
and also, for all used items, only buy if there is personal warranty, if no personal warranty, fucked up cases like this can happen of course. seller can simply send u faulty unit and disclaim all responsibilities.
if seller refuses to do anything, of course nothing u can do but to warn other people against buying from him.
you can post his real name, bank account, with all the details, so all potential buyers can be aware of the risk of trading with him.
and you can join pc community malaysia fb group, there are many genuine used hdd sellers there.
