Save electricity or not depends on the utilities in your house. This is nothing new. It contains a capacitor to correct the voltage and current phase offset by appliances that have inductive load, which is mainly motor and transformer (to the least effect).

Factories normally have this capacitor banks in their supply room. It is required by TNB to avoid unproductive power due to phase shift. The capacitor will correct the power factor to 0.9. This is what I know in general.

if it works, TnB will require/encourage all residential area to install it. (i mean the product that TS query)

to encourage use less of electricity is one of their KPI.
