XBOX Live Cant Login, Safe to update new Dashboard now?

I just got my 1:1 exchange xbox360 after got the 3ROD due to dashboard update, but now is it safe to update the new dashboard?
By the way, why i cant connect to xbox live? I do try to update the dashboard but seem like it fail to download. Xboxlive got prob? Thanks |
