"gantung lesen" is a practice that whereby the main contractor have more than 1 project running concurrently, they would just use the same safety officer to register the construction site. sometimes different main contractor sometimes small project such as construction of a Mosque in some ulu area.
sometimes up to 10 sites at the same time, and the main contractor would negotiate to pay the safety officer RM**** to RM **** (depending on the size and value of the site) for each site. You think O&G safety still the riches among them? to construct a small mosque at some ulu are also they pay the safety officer 2k per month to use his green book, and he does not even have to check up on the site ever, as long there is no incident happen and if it did they will cover up as soon as they can. DOSH don't bother check the site because "not high priority" .
DOSH is trying to kill off this practice, but it is still going rampant, not only that other safety officer is not getting job, even the small Site Safety Supervisor (SSS) can't get jobs.
and institutions is still vomiting out SSS and SHO because they are run by the same old school safety practitioner because they know teaching safety courses is easy money even though when they come out, they wont have any jobs for them
example.
a SSS course is RM2k , average class attendance is 50-60 pax, course length 2 weeks. 1 month 2 batches, you do the math, how much this institutions is earning. Soon people will complain safety susah cari kerja, so better they earn as much as they can before the jigg is up.
