Anyone know if the tenant is moving out, does he need to dry clean the carpet and filter clean the aircon? Or would that be the landlord's responsibility ?

carpet dry clean not sure.
but basic cleaning is a must.
when they move out, the condition of the house shall be in acceptable level.

but air con is under tenant. if during the tenure, tenant need to service by himself and not charge to landlord

Answer: When just before u moved in, we cleaned/service the aircon for you. Now before you move out, you shoudl clean/service the air con for me.

When the tenant is moving out, the house should be in a move-inable condition.

Means the carpet should be clean (if it's dirty). Aircond is on the onus of the house owner as the tenant has already paid for it in their month rent.
