I am newbie for Ham Radio, in my experience, I don't think so 9M collect fund for signing off your forms. We need two 9M for recommendation of your CallSign only and RM5 for Commissioner of Oath. You have the right to choose any Radio Amateur Club.

Some will just pass you their membership form and call you to fill up.. You blur blur fill and then they ask for membership fee already. How to reject in that newbie situation?
