Yes. the temperature of your cpu and gpu are normal.

No. Your temperature is correct and accurate. Normal temperature of E6320 using stock cooler is around 30~35 degree idle.

Yours is using TR Ultra Ex. So the temperature should be below 30.

well, budget rig + extra cooling vs better processor will be a long debate, but for me i believe it is just a personal preference, if my thermal problem just cant solve i'd just settle with a bit lower clock. But I just wanted to confirm is it normal for super small heatsink to perform like that?

imo, its not really normal to have temps like yours. my friend's e2160 temp is around 43 degree idle 50 degree during load using stock cooler as the temps reported by gigabyte easytuner. in your case, I dont know what was the cause of your problem... might be bad cpu stepping, bad case ventilation, improper mounting -insufficient pressure, inadequate cooling capacity- cpu cooler too small or fan spins too slow ... who knows? Consider lapping your heatsink should improve the temp i guess.
