I'm planning to buy Vanguard ETFs either from US or HK exchanges. I'm a low effort type to guy.

Any critiques? or opinions?

How is it different, then? you mean they don't have IPO, just these warrants?

I don't think there is any system to filter counters offering such schemes yet apart from searching from Google or through some other forums.

But, what I normally do is :
1. Check to Statement of Changes in Equity - you can see the classification of issuance of ordinary shares pursuant to DRP, issuance expenses and the dividend payment.
2. Check to Annual Report.
3. Check to the Company's website on their DRP policy.

Other comp's offering DRP: UOAD, GDEX, PWROOT (see 2014).

I believe there is quite a number of other comp's there with DRP. But not everyone will elect for it and instead opt for cash depending on how the market is performing. Preference is always to collect cold hard $$$ unless u don't need the money and prefer the shares instead.
