you can set the account policy to allow them install or uninstall any application, even you can allow which type of users to shutdown windows.
control panel --> admin tools --> local security setting --> local policy check out 1 by 1, then you can do some modification there/

Also Knoppix Live CD when I need absolute safety temporarily. Seldom pay much attention to software firewalls, anti-spyware or anti-virus anymore. I read about ppl getting hacked even with a full suite of anti-this-and-that. Confidence breaking.

NOPE, not really. D whole idea of d multi-user profile is 'isolate' 1 user's preference/setting/customization of Windows & it's docuements /data files from 1 & another. As such, using d multi-user profile feature provides onli very, very slight or NO extra protection from viruses/malwares etc. as all users still shares d same installation of Windows. So if dat installation of Windows get infected bcoz of 1 user, d other users would be 'pulled-in' as well.  However, data files & specific user installed apps maybe 'temporarily' spare das they r encrypted (provided u r using user password & NTFS) BUT it's a matter of time, sooner / later it may likely 2 get infected by EXE & macro based viruses which infect those types of files.
