My suggestion, get yourself a latest livecd/liveusb with a latest kernel. Latest kernel is important because all the latest modules(driver) is there. Then test booting that livecd/usb before you buy. If the tokay does not allow you test before you buy... walk away..go to other shop that allow you to do that. Do some checking on hardware. If everything works ... buy that laptop. You probably do not enable kernel module dell-wmi or that module does not exist.
