Am I to assume that this is for the local iTunes account?

My Maybank credit card seems to work fine. I tied my AMEX card number to that account.

Call your bank to reactivate online transaction for debit cards. Effective 1st Jan 2016, all existing/new debit cards require customer activation via call centre to continue usage for online transactions.

It is not just affecting the iTunes. It is affecting all transactions that does not require the passcodes that usually messaged to your mobile phone.

I got the same issue with debit card. Called the banks and they told me it is an order from Bank Negara to reduce security risks in online transactions. Transactions without passcodes will be disabled by default. You may choose to reactivate your codeless transaction by contacting your bank.
