At that price maybe you can try Sirui T-005X Aluminum Tripod with C-10X Ball Head. It thoroughly depends on what gear you are using.

I am using this tripod and it can support my D750 + 24-70mm lens although stability wise I think I'm pushing the tripod limit with this kind of weight.

If can spend a bit more, try going for Manfrotto Befree Aluminium (not carbon fibre as the price then is wayyy out of reach).

Hahah.. Isn't that way out of your budget? Its listed more than double your original budget.

Long exposure photography is no problem. Just need to tighten and make sure the panning head isn't loose. I don't really like the fact that it weighs over 3kg+ which would be a pain to carry about but if you can deal with it then why not?
