Let's discuss about Netflix here..
*When free try to read up about aspect ratios as that would explain the black bars appearance or lack of. You see, the top and bottom bars or better known as "footage padding" is referred to as Letterboxing. While if it's padding on the left and right, known as Pillarboxing. Pillar boxing is more commonly seen when much older SD content is displayed on modern (native) 16:9 HD/FHD/UHD displays. So...

*Yes, Netflix CS was right.. As it does depend on the title and if it supports (or finalized for public consumption) fullscreen on HD & above screens or not. You'll notice the same when watching certain movies in the cinemas as well. Or a today's documentary with old footage being shown.. The padding must be adding in to maintain a certain and visually appealing ration when watched. That's why you can see the Netflix app (TV or otherwise) is able to utilize the whole screen for it's UI..but playback view depends on the title. Some modern titles will have full-screen view..Try with some Netflix Originals. This is all normal.

*Netflix will only show content they have license for and yes, it's region dependent. Some titles, you must do something extra in order to access them.. As we discussed before. But even then, It's impossible (for now) that they have streaming rights to every single movie, even just the recent ones. Streaming is the future and Big Media is only just catching up and they too want a piece of the pie. Take Disney, they want to setup their service (Disney Plus or whatever) and so they are pulling their titles from Netflix. You get the gist.

*Lastly, for initial start, Netflix usually won't start at full UHD.. Depends on the strength of your connection and that to their servers or nearest CDNs.. It could start from SD res and how fast it ramps up to full UHD HDR...and stays there till the end.. on and on..? really depends on the above and setting as below..Just log on via browser and visit your account settings..Setup as below image...It should apply to all logged on certified devices..

If got HDR, it will show HDR in the movie title screen. Only thing it doesn't says is 4K and HDR. Some HDR are in 1080p, like Star Trek Discovery. Some HDR are in 4k, like Highway Men. But they will just say HDR, never tell you the resolution.

Those are bitrate numbers, NOT streaming speed.... Which is why even for the same res, there are fluctuations between titles.. And yes, as i explained earlier.. Depending on circumstances, it can start much lower and ramp up as it sees fit or it starts off at FHD/UHD.. The latter typically happens if there's enough buffer...for continued playback of the next episode in a series.

I'll try to be brief in response. AFAIK, in order to deliver fast stable service, Netflix has what they refer to as their Netflix Open Connect system. It consists of the following;
*Content Delivery Network (CDNs)
*Open Connect Appliances (OCAs)
*Internet Exchange Points
*Internet Service Providers (ISPs) and their Data Centers
*Internet Interconnection Locations...

Then we also have streaming device, bandwidth, cables and all between. Heck, Netflix even has a short list of best TVs to experience their service on..So yep, all TV's which can run Netflix aren't all created equally. Basically from Netflix down to your screen. For the ultimate experience, everything has to be in tip top shape..To the average person, most of these matter less.. Now onto your question, qualifying ISPs are given the same OCAs as present at Netflix's internet interconnection locations (strategically located places that serve users in the region...). This allows faster and more stable streaming of content. Generally ISPs in countries with medium to high consumption will take advantage of this. It's basically storing Netflix content (fast large servers...bla bla) at the ISP's data center and so when users request to stream a title, the app doesn't actually travel through the internet per se, but is simply connected to the ISP's data centers and voila, instant streaming and rapid ramp up. Those ISPs without OCAs have to be routed to the nearest IIL/IEP as per the region, and stream from that. So you can see... It's hard to exactly pinpoint where the issue might arise from.. Technically, not hard la.. But IMO, since you are still getting good results, neither TM nor Netflix will be fast to accept it's their fault.
This depends on the content creators and or owners.. if it's a Netflix original, then it will be a shorter time as Netflix doesn't have to wait until the content has completed airing on regular TV channels and or the cinemas (as is often the case with content they don't own and or have joint rights to release at same time). Also since a season finished in May, which is just 2 months ago.. Hey, relax some more la.. Acting, shooting and making content as final production takes hard work and requires much longer than 2 months to complete. I mean, you do want a good show right? and not some Sharknadon't reproduction..

Sure.. I can relate to that..Netflix is a great streaming service and should only get better with time and as our average internet speeds are more stable and increased. So until then and for such cases, I just wait for the Blu-ray version instead. You get proper high bitrate 4K HDR playback.

I'm guessing it's a Unifi issue in your area.. Watched Netflix earlier and had no issues ramping up to or playing at FHD non-stop.. Just checked and this is my result on TIME ISP.

Also, notice that your TV's check threw an error... That code points at a Network connectivity issue. Trouble reaching Netflix's servers properly..

if u dun get such poor speed with other devices, it may be yr TV problem.
do u get good or poor speed with TV youtube, other apps?

new smart TV's typically come with non-gigiabit 100mbps ethernet but can be faster with AC wifi if it has it.
that page in netflix, my TV shows 185mbps with wifi using google DNS - all is good.

In addition to what AVFAN has suggested.. Use a different device and test it's speeds to Netflix's servers. Same or different from that of the TV?

1080p should be more like 6-7 mbps.

yr connection does seem weak since u dun get certain shows in 4k (assuming u pay for 4k pack).

really, u need to test connection speed with other devices - box, pc - with ethernet , wifi... to be sure it is not just TV netflix issue.

for 100mbps nominal, most routers can give full 100 with ethernet and >50mbps wifi.

I too just finished the season 3 of La Casa De Papel, while I'm very disappointed at how we were left hanging, can't wait for the fourth season too.. As for Flash and Arrow, they are "somewhat okay" BUT nowhere near the awesomeness of the first 2 on the list. So if you are someone who has to finish a series once started? You might want to not watch those or at least, delay watching unless super bored and nothing better. I'd recommend..
1.. Stranger Things (Murica)
2.. The Protector (Turkish)
3.. Designated Survivor (Murica)
4.. Orange is the New Black (OITNB, Murica)
5.. Also please tell me that you've seen "House of Cards"? If you haven't, start with that. Anyways all on this list are definitely the addicting type and a much better watch than The Flash and or Arrow.. Enjoy..

I always prefer watching content in its original audio and reading the English subs as they come by. Luckily, it poses no issues (as yet) for me with foreign films. Oh yeah, don't be fooled by Stranger Things' cover image. The series while majorly stars kids, is not a kid show. Plenty deep meaning. There are others I can recommend, but you've got your plate full now..

I would dedicate at least twice that internet bandwidth. The rest, is as AVFAN says. But then since you asking, guess it's safe to assume that you already have the necessary hardware.

Netflix, i strongly recommend NARCOS.

Main has 3 seasons; season 4 is kind of a reboot, titled Narcos Mexico.

it is a very long drawn show, a few hundred episodes.
i found it very good, now continuing with the sequel series kurulus osman.
now showing on turkish tv, it should be out on netflix later in the year.

yr list is quite a complete one for netlfix.
from yr preferences, u may try Caliphate (or Kalifat).

and if u can get hold of other shows outside netflix, try these, my favorites:

based on a series of novels.
dramatized historical fiction, very well written.
9th century... how "england" was formed, the old kingdoms, the kings, the warriors.
the vikings invasion, attacks, wars, religion.
u get to learn a bit about the history of those islands - who were the britons, saxons, danes.

24. OA - 2 seasons.
mystery, supernatural.
started great, ended poorly, series cancelled.

prison break was a winner in the early seasons 1-4, v good.
it tried to make a comeback with s5 after several years, somewhat failed.
there will not be a s6.

if u liked breaking break, u should check out OZARK, 3 seasons.
not as good as BB... in terms of suspense and humor but is in a similar genre.
less drugs+violence, more with money laundering+drama.
highly watchable.
