Could be because different skincare regime when using and not using makeup.
What's you skincare regime when using makeup and when not using makeup?

It might be also that actually no difference in oily skin with or without makeup just that you are more conscious of it when you have makeup on.
When you have makeup on, you tend to check your face more to make sure makeup is still ok, no smudge etc...

As for the eyes stinging, either your mascara or eyeliner could be the culprit. Try use one without the other to determine which is the culprit.

um, i just wash my face and use toner and then immediately dab on the bb cream.

when not using... same thing facial foam, toner... last time use laneige water gel. now use cellnique.
once a week use scrub. hehe

ooh, i AM very conscious when i have makeup on cause i'm still not used to it. also cause i'm not so confident with my skills just yet.

i have eliminated my KATE eyeliner. it's not that. going to check if it's the artdeco eyeliner or the mascara next.

You're in your 30s?
Very far behind in your skincare.. At least the basic wash, tone & moisturise. And sunscreen during daytime. At least spf30 unless you're always out in the sun.

If you can't be bother with the in between like serums and what not then maybe get the basic wash tone and moisturise range targeted to your skin concern like anti aging, whitening etc.

Bb cream is not moisturiser, so you still need moisturiser under.
