Can I swipe two credit cards for one purchase at a retail store?

Anyone know how long I should wait after I activate my Citibank credit card before I can start using it for instalment plan? I tried calling the customer service but it's always end up with pre-recorded message no matter which button I picked. Is there any ways to directly speak with a customer representative or something? Why so difficult to speak to them???
