degree holder working as pen peg tadbir.. is it possible to become officer later?.. how long hav to wait until get the promotion?

Promotions as a Pen. Peg. Tadbir (PPT in short)'s like damn hard n u'll remain the same as the PPT n only at some time u'll be move to become a full officer... (not sure bout that coz m not handling Gov's HR)

This is the premier service in the Gov, the best u can find in the Gov with fast promotions n etc but the cons' u've to work like u r in private with the Gov salary...
